Using Hello over 1NT and also strong 1C, wanting to do the same over 2C so as to not tax the memory too much...does the following look about right ?
Double - suggesting a club lead on defense
2D - transfer to hearts
2H - preferably 55 in Majors
2S - natural
2NT =transfer to Clubs - probably a 6 card suit
3C - both minors at least 55
3D - natural - probably 6+ card suit
Usually not competing against a 2C opening, but need some agreement in place. Open to suggestions and not married to the above

Over a strong 1♣ or a strong 2♣ I am a big fan of natural overcalls. This applies the most pressure by forcing the opponents to commit to defending or playing immediately, instead of getting a half round or whole round to communicate.
If your opponents play something like "double shows this range of points, while pass shows this other range" after their nebulous strong opening I'd advocate for natural calls even more enthusiastically. They've just wasted two opportunities to exchange shape information, there is no way they can tell when to defend!
1NT is a completely different beast, and I would play something artificial and more complicated here. I like Lionel, but Landy is both popular and effective.

Yes that's the standard with the possible exception of the X for lead.
I've modified so that
X is ♦ or 5xx5 or x5(5x) or ♣ IJO
2♦ ♥ or 5x5x
2N is any preempt
3♦/♥/♠ are IJOs
I seem to remember that Mathe was suggested in the pamphlet over a strong ♣

Helm, in Helms to HELLO, suggests
Over (2♣):
Double: transfer to ♦
2♦: transfer to ♥
2♥: both Majors
2♠: ♠
2NT: transfer to ♣
3♣: both minors
Over (2♣)-Pass-(2♦):
Double: both Majors
2NT: both minors
He does recommend Mathé combined with HELLO over strong artificial 1♣.
