When do you bid highest 4c first?

Always highest first with weak hands. But of course the two last ones are passes. Or make them strong enough to act and they would be responsive doubles.

I changed bidding on 2 last by adding a 2nd DBL for DBLer

This has got me thinking. With a bust hand I think I always bid the lowest so that if partner bids 1♠ next, I can pass.If I make a free bid with a weak hand, then always highest suit first.

What if partner Q's instead of bidding a new suit? in that case, you want to be able to give partner a choice of suits to make sure you don't play a crappy moysian.

Bid the highest, so that you can get in the second lower suit at the next level, if necessary. Partner can then still preference back to your first suit without raising the level of the contract.

Always highest first with weak hands, it's the most flexible. When the auction continues and partner Doubles again you can bid a lower suit and let partner choose.

I am very surprised.
Would you really pass with 4 card support + stiff when pd doubled and then bid spades ? You should be thinking to which level to raise spades instead imo.
