Running a bridge club is a business, and turning away customers is not good for business. If it really messes up the movement, fine, but most of the time it's pretty easy to accomodate a pair that shows up a little late. You won't just make a few dollars that day, you'll also make them happy and they're more likely to come back.
Divided (not in your case) by a common language, but also a different model of club.
Over here a club is not a business, but a no-profit with the only aim (at least nominally) of promoting the sport of bridge.
If it loses a player that quits in a huff because the rules were imposed, then so be it: both the club and its remaining players are probably better off.
