I hope that 4NT was in jest? The bid is particularly daft:
(1) A 4NT bid does not show both suits in this auction. Many will play the bid as (RKC) Blackwood. A strong case can be made that 4NT should be natural in this auction. No one will play that it shows both unbid suits.
(2) The reason that no one will play that it shows both of the other suits is that you don't want to show both of the other suits opposite any normal 3♦ opening. On this hand, any five-level contract will be failing against almost any normal 3♦ opening.

I get very jittery when partner opens in my singleton suit.
Anyone who bids on this hand after the auction given has a poorly developed sense of danger. PASS is the only safe option
