Why signoff? basic logical counting

This hand is from Arena Challenge.



Obviously Gib north doesn't know how many keycards in my hand, zero or three? so Gib has to make signoff at 5 level.
If 2N opener really has zero keycard, it is impossible for opener to have ability to open 2N, it seems Gib doesn't understand such basic logical counting.

Hmm. Even without the Q you can afford another loser and it is still better than 50%

I am not saying it shouldn't take a chance on the queen, or that this is a brilliant strategy. I just know that in blackwood auctions, if GIB doesn't have room to locate the queen then it assumes that to be a loser unless it holds enough extra trump length to compensate. Personally, I don't think that is totally insane as a general principle.
