If no one comes from the future to stop you from doing it then how bad a decision could it really be?

I could bid 4♥ with N hand but it is close. N thinks his values have positional disadvantage in front of opener. Imo auction of NS is pretty reasonable. ♦ A onside not only good for us to make 4♥ but also reduces their chance to make 4♠. If your teammates bid the par (4 spade) you would at most lose 5-6 imps, and who knows they could even make 4♠ on a mistake.
I am surprised your opponents did not bid 4♠, assuming W held Hx spade and dia A and pd bids upto 3♠ by himself. I guess hearts were 2-2 so they can't make 4♠ ? Or maybe they could not get rid of giving 2 club tricks.

An opening 3♥ bid typically shows 7 losers at this vulnerability. (Think Rule 2-3-4).
What works here is no wasted values in ♠ in responder's hand, and favorable position of missing non ♠ honors.
So, responder appears to have 4 cover cards for opener, if everything is right.
Something I play with some partners is opener can (not must) double 3♠ to show just this kind of hand - extreme shortness and 2 potential defensive tricks. A max so to speak. Says I want us to bid 4♥ unless partner wants to defend 3♠ doubled. This is not without risk.
However inaction by opener's partner suggest they might not find 4♠.
What works here is no wasted values in ♠ in responder's hand, and favorable position of missing non ♠ honors.

At IMPs, it pays to bid vulnerable games that have about a 35% or more chance of making.
North can't exactly know what South's "preempt" is, but with 2 QTs and ♥ Q, the hand has potentially 3+ tricks for partner. True, North is sitting in front of the opener, so it's not sure all the QTs will come home. Game ought to be close. So unless partner makes extremely wild preempts, this is one of those hands where you bid game not knowing if it will make but not wanting to miss it if it does.
North has to bid 4 ♥.
North can't exactly know what South's "preempt" is, but with 2 QTs and ♥ Q, the hand has potentially 3+ tricks for partner. (ie p will need a moose for us to make game). The last example (the OP) the
spade void is a tremendous asset (unlike hand 2 where the 3 small spades is
a horrific defect). There are many hands where p will have an average number of
A/K/Q outside spades where they will never consider raising 3h to 4h since the
vast majority of the time they will have no reason to suspect it can make. They will
have a miracle hand for you but will not be aware of it. Take advantage of the bidding
and bid
4h
with the OP hand and be happy with 3h with the other 2. The "body" of the heart suit will
make it tough for any opp to x you and the spade void might cause the opps to misjudge.

You've picked up 2 of his losers with the trump Queen and the A♣ so in a normal world at this vul, 3 is making.
Either the club length or one of the other 2 minor honours could easily pick up an extra trick for partner and as rmnka447 stated you should be bidding 35% games and this 'feels' like it's right to bid on. Yes it could go ♠, ♠, ruff, A♦ before you start but I'll take those for every time it's cold and also the times when it isn't but you make anyway.
