Does it ever happen to you that you take a finesse and it loses but at first your opp leads you to believe it was winning? I had this the other day, I was missing the jack in a 4-3 suit and I thought LHO was likely short so I played AK low to QT in my hand and he played the jack slowly (it really looked he was going to discard something) and I was already giving myself the Nobel prize for deduction. Anyway has this ever happened to you? Not really a laws issue if he doesn't do it *that* slowly (and even then it's debateable, in fact debated), except that it kind of pissed me off at that time. Drama is nice but it's not necessary to heighten it when you feel like it.

It's only OK to do this deliberately if everyone is amused by it. You weren't, so it's not OK.
It sounds like it was a laws issue, or it could have been if you'd wanted it to be. If he did it deliberately, it was a breach of Law 74A2. If he was actually trying to put you off, it was a breach of Law 74C7. If he thought this would improve his score, it was cheating.

I think SJ Simon advised to not win a trick until you know what you are leading to the next one. Not sure if he meant it to include this situation though.

I think he means delaying in terms of bridge tricks, not physical time
