It does that when combining the specifications of all the rules. In this case, only one of the two rules has a specification, so there's nothing to combine.

There are lots of rules without specifications, to avoid complicating the explanations because of low-frequency cases.

I don't think "twice rebiddable hearts any strength" should be allowed; it's unworkable. I think you have to pass a lot of the moderate strength hands with good hearts. 2h should be reserved for very weak hands; stronger hands should sim between passing for penalty, and bidding 3h inviting game in NT or hearts, or on the lower bound between passing and bidding 2h assuming doubler passes 2h. 2h any strength gives doubler no idea of when to move.
