This hand is no different. If partner can't make a takeout double after limiting his hand, I won't force him to the 3-level, with the possible result of scrambling into a 4-2 fit.

You shouldn't call opponents cheaters like that though. Just call the Director or record it (?). IF this sort of things continue to happen then you have a cheater but sometimes people just wrongly use UI and depending on who they are they just don't notice.

I don't see why you would suspect them of cheating, double is always the first call that crosses my mind when I'm in the balancing seat with shortness, especially when the bidder has advertised weakness. I also don't understand the downvoting of 3♣. Partner has at most 6 major suit cards and he has enough values and clubs to bid 1NT initially. We have an opening hand and a good 5-card suit behind RHO's clubs and short spades. What's the problem? Maybe it's aggressive or risky but it doesn't strike me as terrible. I certainly would bid something at matchpoints, I'm not selling to 2♠ here.

misusing UI is cheating. If this was a club game the score would be adjusted in a heartbeat. All bids in tempo I can't see x as a reasonable action.
