Generally I pass impossible bids. I think this qualifies since the hand is not good enough to either call 1 or make a negative X over 1 and is unable to X 1NT if he had a penalty X of consequently I am driven to conclude this is a very weak hand with a 6+ card suit.

When I overcall in a 4-card suit, I plan not to take another bid unless partner forces me to. A second bid would always distort my hand type.
This hand is no different. If partner can't make a takeout double after limiting his hand, I won't force him to the 3-level, with the possible result of scrambling into a 4-2 fit.

I'm done now. I probably would have bid 2 over 1N the first time though, and then this wouldn't be a problem.

I was playing in a speedball, and after a long hesitation by his partner, this player doubled. I complained that nobody would ever dbl with this hand unless they were cheating, just wanted to see if anyone thought dbl with in the scope of what was possible.

Double crossed my mind. Bidding 3 is doubtful, that's why I used a '?'. Pass is quite an option.

You shouldn't call opponents cheaters like that though. Just call the Director or record it (?). IF this sort of things continue to happen then you have a cheater but sometimes people just wrongly use UI and depending on who they are they just don't notice.

players who play quickly then all of a sudden tank and pull a dbl out, thats as low as it gets, and the BBO policy allows people to continue doing it for "connection" reasons.

Is this imps or MP?
I don't see why you would suspect them of cheating, double is always the first call that crosses my mind when I'm in the balancing seat with shortness, especially when the bidder has advertised weakness. I also don't understand the downvoting of 3. Partner has at most 6 major suit cards and he has enough values and clubs to bid 1NT initially. We have an opening hand and a good 5-card suit behind RHO's clubs and short spades. What's the problem? Maybe it's aggressive or risky but it doesn't strike me as terrible. I certainly would bid something at matchpoints, I'm not selling to 2 here.

misusing UI is cheating. If this was a club game the score would be adjusted in a heartbeat. All bids in tempo I can't see x as a reasonable action.

Intentionally misusing UI is cheating. Most breaches of the UI rules are subconscious or a misjudgement.

The player may have been unaware of the hesitation, or unaware of what the rules say. That would make him unobservant or ignorant, but it wouldn't make him a cheat.

Or he may have been aware of both, but have judged that the hesitation didn't suggest double over pass, or that pass wasn't a logical alternative. That might make him guilty of poor judgement, but it wouldn't make him a cheat.
