Law of total tricks says we are safe at the two-level with an eight-card fit. Plus you don't want to give passed-hand a chance to bid spades and have them find their 2♠ contract. 13-16 is fine. It is 13-16 and not 10-16 because you don't want to be going two off vulnerable at matchpoints, even if they DO have a game.
The problem is not being safe at the 2 level, the problem is having to invite at the 3 level to catch up with mediocre raises where you ain't safe.
I don't have specific agreements if we have hearts or spades nor think anyone does on this sequence. Having different ranges when we raise 1♥ to 2♥ and 1♠ to 2♠ looks great but the ammount of conventions/agreements you can memorice without having missunderstandings is finite.
I don't know the law of total tricks, but the law of total points suggest +110 is beter than -50 (yes, yes, -110 is even worse)
