Absolutely. In fact, one of my meta-agreements is "a new suit (below game) by responder is forcing unless specifically defined otherwise"(*).

There are many reasons to define otherwise - usually with conventions to support the "I want to force" hands, or after NT (bids or) rebids.

Oddly enough, this has been "standard" in my world at least this century (barring "negative free bids" - that would be "with a convention to support the 'I want to force' hand", by the way); even *thinking* this is passable feels to me like a "English, old-school Acol" scenario (Acol has/had a *lot* more non-forcing bids than Leftpondia).

(*)Of course, another is "confusing bids are forcing", so take them for what they're worth :-).
