I don't like the agreement about 3♥, but given what it says pass is not outrageous at MP.

The GIB convention card requires game forcing hands to bid NMF (new minor forcing).

Your correct bid is 2♦, not 3♥. In reply, North will
(a) show 3-card spade support if North holds it
(b) show 4-card heart suit if North has it but not (a)
© rebid something else (2NT?) with neither (a) nor (b).

GIB expects you to apply the same rule if you held the North cards and GIB held South cards. It will expect you to rebid 2♥ with the actual North hand, but 2♠ if you held 3-card ♠ + 4-card ♥

Not outrageous, but I'd expect 4♥ with that hand opposite 55xx

Pretty sure GIB does bid 4♥. Just not free-GIB which doesn't have enough points.

Only GF bid is (NmF) 2diamonds.
This is also what makes x/y/z a great tool;
all other bids are invitaional, at best.
