The poll results and comments on the overcalling thread seem to suggest they are definitely two different situations, rather than effectively the same.

Obviously 2 different situations, but they are both 1NT bids on roughly balanced hands with 15-17 points extended to 18 for the overcall in a standard approach. You may want to alter the response structure to the overcall given ~12 points are already allocated, but many don't. e.g. simple responses. This is one of the reasons I prefer the Power Double; you can bid the negative and then show the weak suit leaving your 1NT response structure in place with the odd tweak when transferring into a bid Major.
