character coding error in database

The input string (left, entered by some user) and the output string (found on generated webpage, rigth):

Something wrong happened to the input string. The input string is propably entered using Win1250 codepage. The entered characters are now converted to UTF-8 before saved to database. When the output page is generated, the string is read from the database, but it
is assumed to be saved in Win1250 encoding(!). If player use diacritic in nick name or team name or tourney name, result is terrible.

Ahoj Eduard,
it seems BBO cannot manage so many different code pages. But let this be the greatest error in BBO.
