robot can count 12 tricks, does not bid slam?

Not an advanced robot.

It realized I should have had solid 7 card diamond suit.

I realize the human's bid was inaccurate, but robot should still have been able to count at least 12 tricks assuming
a 7 card suit (4 majors, one club ruff, solid 7 diamonds)

Does the non-advanced robot do any sort of random sampling to see whether it should bid more?

No, only advanced robots. Basic robots are unable to 'count tricks' while bidding, only make book bids based on points + distribution.
