simulation breakdown? fails to try for slam with 14HCP opposite 16-22

My 3NT isn't to everyone's taste, and it does play into this. North may have had a tricky time trying to simulate this with there apparently being 15+ hearts in the deck, but you'd think it would do something other than pass when we supposedly have 30-36 HCP combined.

And similar to my last thread, why does 3NT promise a balanced hand here?

Gib may not have been able to run a simulation and defaulted to pass.
Surely you promise a heart stop even though it doesn't say.

I think the problem is that bids over 3NT have no definition, so it can't choose a bid that doesn't mean anything.

Alternatively, it may have been confused that there are so many hearts in this deck.
