You can open 2♣ with any genuinely strong (your meaning) hand in the EBU, the only minor restriction is that it must have 16+ points or 12+ points and 5+ controls, if you intend the call to include a 5+ card club suit - and you must mention the fact that the hand may not be basing its trrick-taking ability on high cards.
As I mentioned, SB is only complaining about the use of the word 'strong'.
