I couldn't find the hand but with me opening it went 1♥-2♥-4♥
Gib for it's constructive 2♥ raise hand Qxx xxx QJxx Qxx where all the honours were Queens or Jacks and 7 HCP and no chance for a ruff.
Yes. this fits the definition of Gibs constructive raise 7-10 pts 3+♥, but if I made a 2♥ bid on this pile with a human partner I would be embarrassed.

There are also lots of instances of very distributional hands where Gib just counts it's points and makes a minimum bid.
