3 says " 9-11hcp,10-12TPs,forcing".
Actually Gib N only holds 7hcp with 9 TPs.
How to treat such things?

It's hamstrung by lack of system here to handle non-GF worthy hands; no negative double available, no Lebensohl, which IMO should both be used in this position. So maybe it feels too strong to pass and for some reason prefers 3s over 3h, which is probably just a bug. Also my old PC GIB has 3h here showing "twice rebiddable hearts" instead of just 5+ H which is way too restrictive, it never wants to bid 3H on a 5 bagger.

And maybe basic GIB doesn't really consider pass, which on my old PC based GIB is defined as really weak, 4- pts for some odd reason. So it lands on 3s as closest fit??

So need some better systemic tools and rules here to get it to do something more reasonable.
