We currently play Landy over 1NT. While discussing with my partner about adopting some new defence to 1NT, I looked up the legality of various defences at Level 2, and found this:

All ... responses to second seat overcalls must be natural (other than a cue bid of opener’s or responder’s suit to show a good hand).
This seems to imply that the Landy 2D advance (1NT)-2C*-(p)-2D* asking for the longer major isn't legal at Level 2, which is very surprising given that Landy is probably the most popular defence to 1NT played in the UK.
Is this an oversight, too literal a reading, intended, or...?
