Reverse. NMF only applies for responder after 1NT. To wit:
1C-1H/1S
1NT-2D
1D-1H/1S
1NT-2C
In both cases, a return to opener's minor instead of NMF would have been natural.
1C-1H/1S
1NT-2D
1D-1H/1S
1NT-2C
In both cases, a return to opener's minor instead of NMF would have been natural.
... and I can prove it with my usual, flawless logic.

NMF occurs after opener rebids 1NT (or 2NT ... this is an extension, and sometimes
there subtle differences, how player play it).
A further extension would be to play it, after opener rebids his suit.

Definitely a reverse.
