Can you fix this movement? Double hesitation but I stuffed it up somewhere

Clearly I don't know how to lay this double hesitation movement out - pairs would end up replaying boards.

Thanks, but I didn't think it was necessary to have pairs moving weirdly half-way across the movement, I thought you could run it like a normal Mitchell, but EW pairs pivot at two tables?

A double hesitation Mitchell has "bouncing around the room" as you put it at two tables. By convention this is typically the last table and table 2. The circulation order of pairs is (for a 7 table 9 round movement) EW1 -> EW2 and so on to EW7 -> NS2 -> NS7 then re-joining the normal flow at EW1.
There is such a thing as a single hesitation Mitchell that just goes EW1 -> EW2 and so on to EW7 -> NS7 then re-joining the normal flow at EW1. For 7 tables it plays for 8 rounds. For 6 tables it plays for 7 rounds, which means 21 or 28 boards. The latter is probably acceptable for a 27 board club. For a club that likes to play 24 boards, possibly neither is acceptable. (Instead use the share and relay (British speak, I think in the USA it is known as Relay and Byestand?) Mitchell [6 rounds of 4] or the full Howell [11 rounds of 2]. Alternatively put up with 2 "bouncing" tables for 8 rounds of 3)
