At least I don't think it's a bug. Based on what we know about how GIB bids, this is a legitimate outcome:

I can't help wondering, though, if GIB's instructions could include some fundamentals such as giving preference to confirming an 8-card fit in a major suit.

It's a bug, which is fixed in next update.
