Play small, wins when LHO led from AJx.. or KJx.. or from Jx... combinations
Q wins only if he led from AKx..

Another way to think about it:
Playing small only requires LHO to have the J of diamonds to be correct. Playing the Q requires LHO to have the AK of diamonds to be correct.
One card is more likely than 2 cards (all other things equal).

Assuming LHO didn't open the bidding and you are looking at 27 HCP between you and the dummy...what they said. But as the "correct play" often depends on a variety of factors other than a priori odds, an auction would be helpful, even if it's just 1NT-3NT.

Small ♦ for all the odds reasons mentioned and also because I expect the hand to be a push at imps, avg ( or VERY close) at mp's.
I consider playing the ♦Q to be a wild attempt at a swing on what should be a boring flat hand.
