Rebid problems again Bridge World Challenge the Champs from August

This is problem 1 from the hands that appear in the August issue (write-up in the September issue).

Can't learn from the expert guinea pigs; they didn't face this exact situation because they saw a different initial response.

So...given the 1♥-1♠ sequence, what do you bid here?

3C! = GF, Cl may be artificial

1H - 1S
3C! - 3D! ( asks )
.. 3H = long Hts, Cl was artificial
.. 3S = 3 cards Sp, Cl was artificial
.. anything else: Cl are real

I assume im not allowed to invent a convention for this situation.
3♥ strong hand and 6+ hearts; ok i know i might have just bury my KQJ of ♠, but the risk that prd have just 4 card ♠ suit is too big.
If i had to pick another bid then it would be 2♦ at least i have a stopper in there.

My ladder for a hand with long hearts opposite a weak hand with spades runs (point count approximate)

10-15: 1H - 1NT; 2H (1NT showed spades and less than invitational strength)
16-17: 1H - 1NT; 3H
18-20: 1C - 1D; 1H - 1S; 2H - 2S; 3H (1H and 1S artificial)
Acol 2: 1C - 1D; 2H - 2S - 3H
GF: 1C - 1D; 1S - various; 2H - 2S; 3H ("various" depends on Responder's strength within the 0-8 range)

I rate this hand as an Acol 2 and so pick option 4. If partner were to have 9+ hcp then they would give a positive response and we would go into relay-mode.

Without any gadgets, I think it's a 4H bid over 1S to show a nice 7 card H suit and game value.

If I play transfers, I can bid an easy 2D to show 6+H and later to clarify my shape and strength.
