Partner could have that hand.
Partners options were:
1. Show +ive with 5+ spades and a good suit
2. Show +ive canape in minor - 5+ and a good suit
3. Show other +ive - either balanced or unbalanced with a poor suit
All other hand types would go through 2S initially
3S would set spades

The advantage with nt is that we still can play it from my hand, protecting the red suits from the lead.
If 2nt is forcing, and i then can learn something usefull abot partners hand, that seems like a good start..

3NT only needs a ♥ hook at worst though, so that looks decent too.

- 2♦ was game-forcing, but includes all 23+ balanced. That is, it's approximately the same as a 2♣ opening in standard methods.
And now:
- 2NT would show 23+ balanced, and would deny four spades. Over that, partner could show a fifth spade, or a second suit in an unbalanced hand.
- 3♠ would be forcing to game with 4+ spades. Over that, 3NT would be non-serious and a new suit would be a cue-bid.
- 3NT would be to play, based on a solid suit.
- New suits would be natural.

Provided 2nt is forcing(Which i assume it is, since it appears to be unlimited) that is my bid. I think i would end up in 3nt quite a lot.
If 2nt is not possible, i would just bid 3nt, since any 3sp would get us past 3nt/or wrongside the NT.
Looks like a good hand for some simulations?

If partner reply 4♣ – 4♠
If partner bud 4♦ – 6♠
If partner bid 3N – 4♣
If partner bid 4♥ – guessing between 4♠ and 6♠.
