You need some agreements about how partner is supposed to bid here, including an immediate 3, dbl then 3, pass then 3 if I double or maybe good/bad 2NT if you play that. But with no agreements I think 3 includes hands that would be a maximum 2 without intervention and excludes those that would be a maximum 3 without intervention. Opposite that I have enough to bid game.
