Question:
Is it more useful to have 3♣ cue here as asking for stop or -as without 2♣ overcall- splinter with 4c♠ and 12-14 or 18-19 HCP?

asking for a stop is a poor term imo. General force is a better term.
It's hard to answer your question without knowing more about your system. Can you not be strong with diamonds and clubs for your 1D opening? Your use of the jumpshift is puzzling to me.
If you can still have all the usual strong hands then I'd play that 3C does not show spade support and is gameforcing.

we play that a rebid of 2♣ by opener is forcing.
